Can this block keep the gtx cool ?

I don't see why not. The MCW60-T is one of the finest TEC blocks you can buy ready to go. The real key is having enough flow through the block and having a heat exchanger (rad, water chiller, etc.) that can release enough heat as the water runs through the loop.
